(From the Hongkong Government Gazelte.) PROCLAMATION.

J

WHEREAS I, John Bowring, Knight, LL.D., Governor of Hongkong and its Dependencies, Commander-in-Chief and Vice-Admiral of the same. Plenipotentiary and Chief Superintendent of British Trade in China, have been officially informed that War has been declared between Her Britannic Majesty and the Emperor of all the Russias, I do hereby announce to all Her Majesty's Subjects that,—

1. The Ports, Waters, and Territories within the Jurisdiction of His Majesty the Emperor of China,

are to be considered as entitled to the Protection which by the Law of Nations is accorded to Neutrals;

and that all Invasion of such Ports, Waters, or Territories, in the pursuit of the Persons Property of any of the Subjects of the Belligerent Powers, is to be deemed a violation of International Law, and will be punished accordingly,

2. That Arms, Munitions, or Contraband of Wa: intended for the use of the Enemy, will be liable

to Seizure and Confiscation wherever found.

3. That the Property of Belligerents in Neutral Vessels, such vessels not being in Neutral IIar-

bours, is liable to seizure.

4. That all Commercial dealings, all negotiations of Bills of Exchange-or transactions for lending aid or furnishing Supplies or communicating Information or in any other way forwarding the objects of Her Majesty's Enemies are strictly prohibited and will subject the offending parties to the rigors of the

Law.

5. That all Vessels conveying Public Despatches or Official information to the Enemy are liable to

forfeiture.

6. That all persons engaged in Fitting out or otherwise expediting the Equipment of Vessels of War, with a view to act under any pretended Letters of Marque or other Authority from the Emperor of Russia, and all persons in any way cagaged in working or navigating such vessels of Wer, excepting only bosh-fide Russian Subjects, will be treated as Pirates,

And I hereby call upon all Subjects of Her Majesty to whom these presents may come to lend their Aid and Co-operation to Her Majesty's Government.

NOTIFICATION.

Diplomatic Department. WHEREAS the interests of the Public Service require the temporary absence from this Colony of His Excellency Sir JOHN BOWRING, LL.D., Her Majesty's Ple- nipotentiary, &c., &c., it is hereby notified that the Superintendency of Trade will be removed until further notice to the Port of Shanghae, to which all Communications must for the present be addressed. Such Communications, if sent to the Government Offices to the care of J. HYNDMAN, Esq., will be forwarded to their destination.

By His Excellency Sir Joan Bowring, Knight, Governor and Commander-in- Chief of the Colony of Hongkong and its Dependencies, and Vice-Admiral of the same, Her Majesty's Plenipotentiary and Chief Superintendent of the Trade of British Subjects in China,

WHEREAS the Commands of Her Most Gracious Majesty The QUKEN, CON- veyed through His Grace the Duke of Newcastle, Principal Secretary of State for the Colonies, have been received, approving of and confirming Ordinance No. 3 of 1853, entitled An Ordinance to extend the duties of Chinese Tepos appointed under Ordin ance No. 13 of 1844, to determine their Emoluments, and to provide for the amicable settlement of Civil Suits among the Chinese Population of Hongkong; and likewise Ordinance No. 4 of 1853, entitled An Ordinance to ament Ordinances Nos. 11 of 1844 and 5 of 1845, and to improve the Regulations for the Sale of Spirituous Liquors by Chinese and the Regulations for the Retail and Preparation of Opium :-- Now therefore it is hereby declared, that the said Ordinances have been so approved and confirmed as aforesaid.

His Excellency Sir Joan BowRING, Knight, Governor and Commander-in- Chief of the Colony of Hongkong and its Dependencies, and Vice-Admiral of the same, Her Majesty's Plenipotentiary and Chief Superintendent of the Trade of British Subjects in China, on the occasion of the Birthday of Her Most Gracious Majesty, is pleased, in the name and on the behalf of the QUEEN, to grant a Free Pardon to Retum, Saleemen, Cong-ah-foong, and Jose Alvares, at present confined in the Gacl of this Colony.
